Recently, the State Council issued the "Beautiful China Initiative 15th Five-Year Plan", which defines the overall objectives, key tasks, and implementation pathways for China's ecological civilization development during the 15th Five-Year Plan period. The Plan identifies the "comprehensive implementation of actions to control solid waste and new pollutants" as a key priority, and calls for promoting the reduction, resource recovery, and harmless treatment of solid waste, while accelerating the formation of green production methods and lifestyles.

 

This signals that solid waste resource recovery has been elevated from a single environmental governance task to a strategic mission that underpins the Beautiful China Initiative and drives green, low-carbon development.

 

01. An Effective Approach to Managing the High-Growth of Solid Waste

As China's urbanization continues to advance, the volume of municipal solid waste, construction and demolition waste, and industrial solid waste has remained persistently high. Traditional treatment methods primarily landfilling and simple incineration not only occupy large amounts of land resources but also bring risks of leachate pollution, greenhouse gas emissions, and resource wastage.
